Understanding Council Taxes in Portugal: Imposto Municipal sobre Imóveis (IMI)

When investing in Portuguese real estate, it’s essential to understand the Council Tax landscape, particularly the Imposto Municipal sobre Imóveis (IMI). The IMI is an annual municipal Council Tax that applies to all property owners in Portugal, including foreign investors. This tax is a significant component of the holding costs associated with real estate investments and should be factored into your budget and financial planning.

What is IMI?

The IMI is a municipal Council Tax calculated annually based on the rateable value of the property, also known as the Valor Patrimonial Tributário (VPT). The VPT is not necessarily equivalent to the market value but is determined by various factors such as location, age, size, and type of property.

IMI Rates

The IMI rate varies depending on the municipality and the type of property. Here’s an overview of typical rates:

Urban properties:

Between 0.3% and 0.45% of the VPT

Rural properties:

Around 0.8%

Luxury properties:

(those classified as 'high value'): An additional surcharge, known as the AIMI (Adicional ao IMI), may apply to properties with a VPT exceeding €600,000 for individuals and €1,000,000 for companies. The AIMI rate ranges from 0.7% to 1.5% depending on the value and ownership structure.

Each municipality sets its IMI rate within the government-regulated range. For example, Lisbon may impose a 0.3% rate, while more rural areas might apply a higher rate. It's essential to verify the specific IMI rate of the municipality where you plan to invest.

Calculating IMI

Let’s look at a simple example to illustrate how IMI impacts your investment. Suppose you’re purchasing an urban property in the Algarve with a VPT of €200,000, and the municipality applies a 0.4% IMI rate. Here’s how the calculation would work:

IMI=VPT×IMI Rate=200,000×0.004=€800

In this case, you’d be responsible for an annual IMI payment of €800. This payment may seem manageable, but it’s important to consider it as part of your property’s ongoing costs, especially for long-term investment planning.

IMI for Luxury Properties

If you’re considering investing in high-end real estate with a VPT of €700,000, AIMI would also apply. For an individual owning a property with this VPT, the additional AIMI tax on the amount exceeding €600,000 would be calculated as follows:

Subtract the AIMI exemption threshold for individuals (€600,000):

700,000 − 600,000= 100,000

Apply the AIMI rate (0.7%):

AIMI = 100,000 × 0.007 = €700

In this scenario, in addition to the standard IMI, you would owe €700 annually under AIMI, making your total Council Tax obligation €1,500 per year (€800 IMI + €700 AIMI).

IMI for Luxury Properties

For foreign investors, understanding IMI and AIMI is crucial as it directly affects the property's holding costs.
